Subject: Agenda items for MSHCP Advisory Committee regarding public notice and involvement

Dear Richard:

Riverside County Farm Bureau proposes that two items be placed on the agenda for the MSHCP Advisory Committee to consider public notice and involvement.

First, Farm Bureau proposes to forward a recommendation to the Board of Supervisors that the county immediately issue individual notices to all property owners who may be affected by the MSHCP, specifically all owners of properties that are within or potentially affected by the conservation analysis units. This plan has significant implications for property owners and for future land use in western Riverside County. Press coverage and other general public information is not adequate to alert individual property owners. Farm Bureau believes it is absolutely necessary to inform all individual property owners about the current development of the MSHCP and about their opportunity to attend meetings and participate in the planning process.

Second, Farm Bureau proposes that, prior to any action by the MSHCP Advisory Committee, whether by consensus or by a vote, the public be invited to comment at that time on that subject. This public comment may be limited to a reasonable time, for example three minutes per individual speaker. We believe it is essential for the public to become involved in this important process and for MSHCP Advisory Committee members to hear input from members of the public on key matters before the committee makes any decision.
